The tool has been developed to make it easier to navigate a set of more than 200 KPIs and identify those that may be most relevant for different types of municipalities. Users can review indicators according to several criteria, including: city size (very small, small, medium-sized), level of relevance, indicator type (Impact, Output, Result), and mobility domain covered.

The mobility domains included in the tool are: Walking, Cycling and micromobility, Public transport, Cars, Shared mobility, City logistics / Local light freight transport, and Heavy freight transport. In addition, the tool provides recommendations on the frequency with which individual KPIs should be measured, helping municipalities establish a realistic and effective monitoring approach.

Each KPI is presented in a clear and practical format, including the most important information needed for its application, such as: the name of the KPI, the purpose of its use, the level of difficulty in obtaining the data required for its calculation, a description of the necessary input data, an example target value, and the unit of measurement.

Although the tool includes more than 200 KPIs, municipalities should not treat it as a fixed list of indicators to be applied in full. Instead, each city should select and adapt the actual set of KPIs to its own needs and local context, taking into account such factors as city size, data availability, institutional capacity, local mobility challenges, policy priorities, and the maturity of the planning and monitoring process.
