The Baltic Sea Region SUMP Competence Centre was co-developed by the partners of the SUMPs for BSR project consortium: the University of Gdańsk, in cooperation with the Union of the Baltic Cities Sustainable Cities Commission c/o City of Turku, Institute of Baltic Studies NGO, Cēsis Municipality, City of Gdynia, University and Hanseatic City of Greifswald, Gävle Municipality, and Panevėžys City Municipality Administration.

The Centre was created to help municipalities across the Baltic Sea Region respond to the challenges of moving towards more sustainable and people-centred urban mobility planning through Sustainable Urban Mobility Plans (SUMPs). Drawing on the knowledge and practical experience of the project partners, the Competence Centre mainly supports small and medium-sized municipalities in the Baltic Sea Region in developing and implementing SUMPs. These plans promote active mobility, including walking and cycling, improve public spaces, encourage healthier lifestyles, and contribute to reducing emissions.

Main authors

Below you can find short profiles of the main authors of the content presented in the Competence Centre.

Prof. Marcin Wołek

Associate Professor at the University of Gdańsk, Faculty of Economics. His research focuses on sustainable urban mobility planning and its impact on the transport market, including electromobility, shared mobility, and local, regional, and urban rail systems. From 1998 to 2024 he served as a councillor of the Gdynia City Council, including as Deputy Chairman of the Council. Between 2005 and 2008 he chaired the Transport Commission of the Union of Baltic Cities. On behalf of the University of Gdańsk, he has managed several EU-funded projects, including TROLLEY, CIVITAS DYNAMO, TIDE, ELIPTIC, TROLLEY 2.0, SPINE, CE4CE, SUMPs for BSR and JiM.

Dr Aleksander Jagiełło

Assistant Professor at the University of Gdańsk, Faculty of Economics. His research focuses on the sustainable development of urban transport systems and the economic efficiency of related mobility solutions. He is a co-author of numerous strategic documents and expert studies, including Sustainable Urban Mobility Plans, public transport development plans, and electromobility strategies. He has also participated in several international projects, including TROLLEY 2.0, SPINE, CE4CE, SUMPs for BSR, and JiM.

Adham Maharramli

Oona Uusitalo

Project coordinator at the Union of the Baltic Cities Sustainable Cities Commission, hosted by the City of Turku. She leads the BSR Urban Mobility Platform project and supports activities in the SUMPs for BSR project. She has been actively involved in planning the Competence Centre and developing its content. Oona’s background is in business administration and service design, and she has extensive experience working with EU-funded projects. Her key areas of expertise include sustainable urban mobility, citizen engagement, and communications.

Rosa Puusaari

Project coordinator at the City of Turku Development Services, working on the SUMPs for BSR project and the UBC coordination team. She has been actively involved in developing the project’s Competence Centre, working on its content and collaborating closely with project partners to support its structure and implementation. Rosa’s background is in education, and she has previous experience working with Interreg sustainable development projects as well as developing learning materials and content. Her key areas of expertise include education, sustainability, process development, and project administration.

History

The Competence Centre was co-developed by the SUMPs for BSR project consortium partners to help small and medium-sized municipalities in the region address the specific challenges of transitioning towards more sustainable and inclusive mobility systems. Building on the earlier SUMP competence centre developed within the CIVITAS Dyn@mo project, it has evolved into a comprehensive and user-friendly resource hub for local authorities. The platform supports cities in developing and implementing sustainable urban mobility plans that prioritise active modes of transport such as walking and cycling, improve public spaces, promote healthier lifestyles, and contribute to emission reduction. It also provides easy access to strategic tools, practical materials, best practices, and other relevant resources to support sustainable mobility initiatives in BSR cities. The Competence Centre is currently being further developed within the framework of the BSR Urban Mobility project.
